The Bush administration may not have found weapons of mass destruction in downtown Baghdad, but approximately 4,000 strategic nuclear weapons today reside in submarines and silos owned by the United States and Russia. New earth-penetrating nuclear weapons are on the drawing boards. And destabilizing missile defense missiles will soon likely be deployed in Alaska and California. The nuclear arms race is far from over.
